Game designer Toru Iwatani came up with the concept of wanting to attract a female crowd at arcade centers to promote gender equality. He said: "Back then, there were no home games. People had to go to the arcade center to play games. That was a playground for boys. It was dirty and smelly." So he designed a game that was universal across genders.
